The government has made public five key decisions taken by the Cabinet at its meeting on Monday. Government spokesperson Sasmit Pokharel announced the decisions following the meeting at Singha Durbar.
The Cabinet approved a grant agreement with the Norwegian government to receive around Rs 100 million in grant assistance for a programme aimed at promoting clean energy and energy transformation in municipalities. The meeting also approved the Nepal Engineering Service Second Amendment Rules,2026 and the Alternative Development Finance Mobilisation Regulations,2026.
The five decisions
1. Norwegian grant for clean energy
The cabinet approved a grant agreement with the Norwegian government to receive around Rs 100 million in grant assistance for a programme aimed at promoting clean energy and energy transformation.
2. Nepal Engineering Service rules amended
The meeting approved the Nepal Engineering Service, Formation of Groups and Division of Classes and Appointment (Second Amendment) rules, 2026.
3. Alternative Development Finance Regulations approved
The Cabinet approved the Alternative Development Finance Mobilisation Regulations, 2026, aimed a facilitating the mobilisation of alternative sources of development finance.
4. Gen Z case report sent to Home Ministry
The cabinet decided to forward to the Ministry of Home Affairs a report submitted by a committee led by former judge Baburam Regmi. The committee was formed to investigate and recommend whether criminal cases related to the Gen Z movement could be withdrawn.
5.Padmakumar Mainali promoted to secretary
The Cabinet decided to promote Joint Secretary Padmakumar Mainali to the post of secretary under the Nepal Engineering Service grouping and assign him to the Ministry of Infrastructure Development.
Additional decision: 27 sports infrastructure projects
The government has also decided to give high priority to sports infrastructure development by constructing 27 sports grounds and covered halls across the country. Education and Sports Minister Pokharel said a memorandum of understanding (MoU) had already been signed between the Ministry of Physical Infrastructure Development and the National Sports Council (NSC) to implement the programme.
In the initial phase, 27 cricket and football grounds as well as covered halls will be constructed at selected locations across the country. The government expects the agreement between the ministry and the NSC to accelerate sports infrastructure projects that have remained stalled for a long time.
