Parliamentary Committee reviews complaints against 13 ambassador nominees

Nepal's Parliamentary Hearing Committee has begun reviewing complaints against 13 people nominated as ambassadors to foreign countries.

On Monday, October 12,2026, it began hearings and asked government agencies for records to check claims against one nominee. The complaints are allegations and the committee must decide which have a factual basis before it decides whether to endorse the nominees.

The committee has asked the Department of Immigration and the Lalitpur District Police Range for information about complaints against Giribahadur Sunar, nominated as brand ambassador to Saudi Arabia. It asked the immigration department to check a claim that he was deported from Germany. It also asked the police for records of a complaint about an alleged incident and a reconciliation agreement reportedly made at a police office.

These claims are unverified. Asking for records does not show that anyone did anything wrong. It means the committee wants documents before deciding how to proceed.

The Cabinet recommended the 13 candidates on September 18, 2026. Seven complaints were reportedly filed in the complaint period. Two challenge the nominations as a whole, and five concern individual nominees.

  • Giribahadur Sunar (Saudi Arabia): Two individual complaints reportedly raise questions about his conduct, including the claim about Germany and the matter handled through a police agreement.
  • Jigyan Kumar Thapa (Japan): Three complaints question his eligibility. They raise claims about foreign permanent residency, citizenship status and financial or business interests in Japan. These claims have not been established.
  • All 13 nominees: The two collective complaints ask whether the government followed the Ambassador Appointment Directive, 2018. The directive sets eligibility rules and calls for a balance between career diplomats and qualified candidates from other fields.

The hearing process lets the committee examine each candidate’s qualifications and suitability before deciding whether to endorse the appointments. Its next steps will depend partly on what the agencies send and how it judges the complaints. The committee has not yet endorsed, deferred or rejected any nomination, as far.
