The second session of Nepal's House of Representatives (HoR) formally ended on Friday, October 2, 2026. The Federal Parliament's monsoon session closed at midnight.
The session began on May 11, 2026 (Baisakh 28, 2083 BS) and lasted 145 days. Over that time, the House held 68 meetings across 62 sitting days. In total, it worked for 277 hours and 30 minutes. The two Houses also met together twice, on May 11 and May 28, 2026, for a combined 2 hours and 55 minutes.
Bills passed
The government registered 35 bills during the session. Both Houses passed 12 of them, and the President has so far authenticated 11. The major bills passed include:
i)Finance Bill, 2083
ii)Appropriation Bill, 2083
iii)National/Public Debt Collection Bill, 2083
iv)House of Representatives Member Election (First Amendment) Bill, 2083
v)Voters' Roll (First Amendment) Bill, 2083
Other laws passed include the Third Amendment to the Prevention of Money Laundering Act, 2083, and the Public Procurement (Second Amendment) Bill, 2083. Important treaties were also ratified during the session. The House also gave the government a directive on rescue and relief for victims of floods and landslides.
Bills still pending
At the end of the session, 20 bills were still before parliamentary committees.
On the last day, seven more bills were sent to the relevant committees for clause-by-clause discussion. Law Minister Sobita Gautam proposed sending the Bill to Revive Provisions of Some Nepal Acts, 2083, and the National Defence University Bill, 2083, to committees for detailed review. The others sent to committees were:

iii)Infant Formula Sale and Distribution Control (First Amendment) Bill, 2083

Gautam also tabled the Eighth Annual Report of the National Natural Resources and Finance Commission, 2083, on behalf of Prime Minister Balendra Shah.
Civil Service Bill to waitThe government registered the Federal Civil Service Bill in the House on October 1, 2026, as Bill No. 35. A bill can be presented only seven days after it is registered, so it was not expected to be taken up in the closing session. It is expected to wait for the winter session.
National Assembly
The National Assembly held 52 meetings totaling 98 hours during its 21st session. It also held 35 oral question-and-answer sessions involving 15 ministries.
