Pokharel was in Siraha as part of a broader Madhesh Province tour collecting input from students, teachers and parents to help revise Nepal's National Curriculum Framework (2076/2019). He arrived to the event, organized by the municipality's Education Section, and was seated as the Chief Guest of the event. While giving his speech, local leaders began objecting from the floor, complaining that the program had been organized without coordinating with local party leadership, and that visiting leaders had been given prominent seating and respect on the dais while local leaders were not. The objections escalated into open heckling, and Pokharel had to leave the venue with police assistance in the middle of his remarks.
Pokharel later clarified on Facebook that only "two individuals" caused the disruption, calling a circulating video clip "out of context" and denying it would derail the government's education-reform push.
Why it matters
The pushback came from within Pokharel's own party rather than the opposition, hinting at friction between RSP's national leadership and its grassroots base .
